Hello,
today I updated to "ToDoList 8.3.0.0 (Stable Release)" and I noticed at once that in the Task Tree view (the one I mostly use), scrolling in the Title part only works if it has the focus (any part of it has been clicked on). As soon as another part is focused (the details or comments ...) scrolling over the title part does nothing. Scrolling still works when pointer is over the details (and titles scroll perfectly in paralell). This happens both with the wireless Mouse as well as with the inbuilt touchpad of my Laptop. I tried a reboot but it didn't change anything. As far as I can tell, this is only an issue in the Task Tree view, nowhere else.

I assume you are talking about vertical scrolling using the scrolling wheel on the mouse, not the scroll bars.
Here is what I get:
When the Focus is in the 'Title' pane:
If the pointer is in the 'Title' pane the scroll wheel works.
If the pointer is in the 'Columns' pane the scroll wheel works.
When the focus is in the 'Columns' pane:
If the pointer is in the 'Title' pane the scroll wheel does NOT work.
If the pointer is in the 'Columns' pane the scroll wheel works.
When the focus is in the 'Comments' pane:
If the pointer is in the 'Title' pane the scroll wheel does NOT work.
If the pointer is in the 'Columns' pane the scroll wheel works.
Conclusion:
Sounds like the same behavior you are describing. I never tried this with previous versions so I cannot comment on that.

Not necessarily a part of this bug, perhaps not a bug at all, but I just noticed it now, and wanted to ask:
The Due tasks html window that opens up:
-if it has the focus,
--I can scroll normally, if the pointer is over the window
--if the pointer is over the lists, those will scroll
-if the focus is on the lists,
--and the pointer hovers over the html window, no scrolling occurs
--if the pointer hovers over the lists, obviously there the scrolling works.
